Why is my young male guinea pig so easily annoyed?

He makes a little angry noise often sometimes when I'm just petting him. I don't ever know what he wants. Also I can't get his younger brother to warm up to me the way he has. The youngest one seems way to skinny nd I just got him a few days ago. Why won't he eat or drink?
